Embrapa's relationship with Brazil's executive branch happens through its various ministries, state-owned enterprises, state governments and municipal governments. In each location where there is one of Embrapa's Research Units, relations were established with public agents that represent state or municipal governments. At the federal level, these relationships were built with ministries, foundations, public companies, education institutes and federal universities.

Lines of action and interlocution channels:

  • Formulating, supporting and implementing public policies, programs and government plans
  • Public consultations
  • Technical cooperation agreements
  • Participation in working groups, committees and councils
  • Fundraising to execute the research program
Forums in which Embrapa participates permanently:
  • Ministry of Agriculture, Livestock and Supply (Mapa)'s Sector and Thematic Chambers
Embrapa's researchers and analysts participate in 30 Sector and Thematic Chambers. Embrapa has 66 representatives, including title-holders and substitutes, in the forum coordinated by Mapa, ministry to which is it linked.

The representatives are responsible for picking up signs and demands from the production sector, presenting them to Embrapa and, in conjunction with the Executive Board, Secretariats and Decentralized Units and Offices, offering a solution to the sector.

It is the representatives' responsibility to act as permanent technical consultants and present subsidies on demand, such as studies and mapping of opportunities for the agribusiness sectors.
